Amendment XXVIII

Section 1.
The House of Representatives shall be composed of Members chosen every second year by the people of the several States, Districts, and Territories which may be included within this union.  Representatives shall be apportioned among the several States, Districts, and Territories according to their respective numbers, counting the whole number of persons in each State, District, and Territory.

Section 2. 

The Number of Representatives shall not be less than one for every two-hundred fifty-thousand enumerated persons.
